SMM10 March 15: at the "2020 10th Summit of Renewable lead Battery Industry and Special training session on waste lead-Acid Battery Recycling" held by SMM, Li Shilong, director of the technological Innovation Strategic Alliance of China's Renewable Resources Industry, from the current situation of China's recycled lead industry, the main performance of the high-quality development of recycled lead, the country's main policies and measures for the development of recycled lead, and the high-quality development of recycled lead still need to pay attention to four aspects: "how to grasp the opportunities and challenges of recycled lead at the present stage".

Li Shilong said: at present, the international situation is grim and complex, and the domestic development environment is also undergoing profound changes. In the face of the new characteristics and requirements of China's economic development under the new situation, General Secretary Xi Jinping proposed to "form a new development pattern with domestic and international double cycles promoting each other", and recycled lead production is facing important opportunities and challenges. In recent years, the recycled lead industry has undergone great changes with the strict regulation of environmental protection, the strong investment in science and technology, and the improvement of entrepreneurs' environment and awareness of scientific and technological innovation. China's recycled lead industry is moving forward in the direction of high-quality development.

Development status of recycled lead Industry in China

The recycling of waste lead-acid batteries is one of the important areas of secondary resource recycling, and most of the lead in countries all over the world, especially in developed countries, comes from recycling. 90% in the United States, 85% in Japan, more than 60% in European countries, and about 40% in China. China's lead consumption has increased steadily since 2012, but the mine lead production shows a downward trend, which verifies that the gradual growth of lead consumption in China in recent years is mainly supplemented by the recycling of waste lead-acid batteries.

Lead-acid batteries contain about 70% metal lead and about 20% sulfuric acid. If they are not scientifically collected and used, it will pose a serious threat to the ecological environment. Once the waste acid seeps into the soil and causes water pollution under it (it is difficult to cure for a hundred years), excessive lead will do great harm to the nervous system and organs of the human body. However, lead has a dual nature, in addition to toxicity, lead is also an important resource, especially recycled lead is an urban mineral resource, which has high utilization value and economic value.

In recent years, China's lead-acid battery industry and recycled lead industry green cycle upstream and downstream linkage, to promote the whole industry chain to enhance the level of environmental protection technology has made new progress. Henan Yuguang Gold lead, Tianjin Dongbang, Hubei Camel Group, Jiangsu Xinchunxing, Hebei Shangshang, Anhui Huaxin, Huabing Group, Anhui Dahua, Henan Jinli, Zhejiang Tianneng Group and other large-scale recycled lead enterprises have successively prepared to build recycled lead parks and introduced downstream lead battery enterprises to form a closed cycle production mode of recycled lead in the park or industrial agglomeration area.

Backbone enterprises such as Tianneng Group, Chaowei Group and Fengfan Group are all carrying out the layout of recycled lead projects, establishing recycling systems and upgrading technical equipment.

The main manifestation of the development of high quality of recycled lead

After more than 30 years of disorderly (dirty, chaotic, poor) treatment, rectification, ban, standardization and development, recycled lead has now entered the stage of high-quality innovative development of recycled lead, mainly for advanced technology and technology. for example, mechanization, automation, intelligence; advanced environmental protection devices, three wastes treatment, energy consumption reduction; advanced management concepts and corporate image.

The main national policies and measures for the development of recycled lead

In recent years, due to the relatively high incidence of lead pollution, national government departments and people from all walks of life have paid great attention to the problems existing in waste lead-acid battery recycling and recycled lead enterprises. The Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other relevant ministries have successively issued a series of policies and measures to promote the healthy and rapid development of recycled lead enterprises. From 2011 to 2020, the relevant policies and standards issued by the state on the recycled lead industry have raised the threshold for entry into the industry, strengthened the treatment of the three wastes, eliminated backward production capacity and processes, and achieved the goal of energy saving and emission reduction. the introduction and implementation of relevant policies have proved that the state and governments at all levels attach great importance to and determination to the recycled lead industry.

The state attaches great importance to the construction of policies and regulations for the recycled lead industry, such as the Action Plan for pollution Prevention and Control of waste lead-acid batteries issued by the Ministry of Ecology and Environment in January 2019, and the pilot work Plan for centralized Collection and Cross-regional transfer system of lead Battery production Enterprises. New requirements are put forward for the prevention and control of waste lead-acid batteries, at the same time, the producer system is raised to specific implementation standards, and inter-provincial transfer procedures are simplified. In August 2019 and June 2020, the National Development and Reform Commission twice solicited opinions on the interim measures for the Administration of Recycling and Utilization of lead-acid batteries, and the draft proposed that by the end of 2025, the recovery rate of lead-acid batteries should reach more than 70%.

Problems still need to be paid attention to in the development of high quality of recycled lead

In recent years, although the recycled lead industry has been strongly promoted by the state ministries and commissions and the self-discipline awareness of enterprises has been improved greatly in all aspects, there are still many problems that we should pay attention to compared with high-quality standards.

1. To promote the upgrading of recycled lead enterprises, improving the technical and technological level is the key.

2. The key point is to promote the landing of the policy and step up efforts to crack down on illegal activities.

3. It is difficult to dispose of excess capacity of waste lead-acid batteries.

4. The imperfection of tax policy and recovery system is the pain point.
